Ambassador Jaime Aparicio-Otero is a Partner of the legal and political advisory firm Aparicio Arp & Associates LLC. He is a distinguished diplomat, lawyer, journalist and political advisor; and was the President of the Inter-American Juridical Committee, of which he was unanimously elected as a board member, for four years, by the 34 countries of the Organization of American States (OAS). The Committee headquartered in Rio de Janeiro, is an advisory body in juridical matters of an international nature and also advises on juridical problems related to the countries of the Americas. From December 2002 to March 2006, Jaime Aparicio was the Ambassador of Bolivia to the United States. Since June of 2006, Ambassador Jaime Aparicio-Otero has been an envoy on special missions for President Jimmy Carter and the Carter Center on issues related to monitoring elections and political conflict resolution, in Nicaragua, Ecuador and Costa Rica. He worked at the Organization of American States as Executive Secretary of the Summits of the Americas. In that capacity he coordinated the Summit of the 34 Heads of State of the Americas in Quebec City in 2002.Ambassador Aparicio was Under Secretary of Foreign Affairs of Bolivia, and Director of the Newspaper "La Razon" in La Paz Bolivia. Ambassador Aparicio served as a professor of international law at Catholic University in La Paz, Bolivia (1992-93), and a professor of Bolivian diplomatic history and diplomatic law at the Diplomatic Academy of Bolivia (1985-92). He has studied International Law and has a Juris Doctor degree, from University of San Andres, La Paz, Bolivia, and a Master in International Affairs from the Institute of Political Sciences of Paris, Paris, France. He has a Bachelor's degree in Diplomacy and International Relations from the Bolivian Diplomatic Academy, and a Diploma in International Relations from the Italian Foundation for International Studies and Research, Florence, Italy.
Herman Delatte is a Senior Advisor at TIGroup. He is a partner at Solid Ventures, a Venture Partner at Hummingbird Ventures, and an Investor and Partner at Green Ventures Funds. His areas of expertise are business intelligence, energy technology, infrastructure management and cloud computing, business process management, and network and systems management. Herman combines a strong international and operational software background with ten years of venture capital experience. From 2000 to 2008, he was a General Partner at NeSBIC Group BV. Herman joined NeSBIC as a General Partner of the CTe Fund in July 2000. He previously served as the Chief Executive Officer of ON Technology Corporation for three years. Prior to this, Herman served as the Chief Operating Officer of Micrografx for three years, after spending three years as a Senior Vice President and General Manager of the same company's international subsidiaries. Before joining Micrografx, he served as a Managing Director for Ashton-Tate Corporation. During the first ten years of his career, Herman held various development, account management, sales, and sales management functions at Control Data System, Inc. and co-founded Ores, and Madesu. He holds a graduate degree in computer sciences from The Lindelei College in Belgium.
Javed Hamid is a Senior Advisor at TIGroup and joined after a senior management career at the International Finance Corporation (IFC), which is the private sector arm of the World Bank Group. At the IFC, Javed was a member of the Management Group and Director of the East Asia and Pacific Region. Javed serves on the Board of Directors for companies in China and Pakistan, and is also non-resident Fellow of the Brookings Institution in Washington, D.C. He has been a regular speaker at the World Economic Forum, a contributor to the Asian Wall Street Journal, the Far Eastern Economic Review, and many academic journals. Javed advanced degrees were awarded by both, The Harvard Business School and Cambridge University.
Kabeer Minhas is the Vice President of the Project Finance and Trade Division. He is also a managing partner at Globe Tap, a consulting firm based in Washington, DC which leverages its expertise in development finance and government to provide sound advice to assist its clients with their new projects and project expansions in emerging markets. Kabeer was a task force member of Maryland Governor Martin O'Malley's 2011 Trade Mission to India, which was the largest state sponsored trade mission to visit India. Kabeer earned an MBA in Finance from the Kogod School of Business, at American University, and his undergraduate degree from the University of Maryland at College Park. Kabeer currently serves as an advisory board member to the Global Alliance of Indian Biomedical Professionals and the Maryland India Business Roundtable.
TJ Minhas is the CEO of TIGroup and a seasoned Economist and a Program Management Specialist concentrating on macro-economic, social sector development and poverty reduction. He has 30 years of experience in project design, investment prioritization, program evaluation and monitoring to support economic reforms in South Asia, the Middle East, and Latin America. He holds a PhD in Development Economics from Princeton University and an MBA in Finance from the American University. While working primarily with and for aid donors, he developed specialized diplomatic skills to foster buy-in on complex issues concerning economic growth and development of private sector, including public-private partnerships. He has maintained strong relationships in the countries of his assignments, and his heritage affords clear understanding of complex local contexts in developing countries.Over the course of his career, TJ has identified areas that hinder economic development and designed strategies programs to address them. He has advised top government officials on public policy programs involving fiscal performance enhancement, civil service reform and aid coordination.
Vinnie Minhas is the Sr. IT Project Manager for TIGroup and he holds a Bachelor's of Science Degree in Psychology and an MBA from Maryland University, University College. Vinnie brings strong project management skills and previous work experience includes working with the World Bank Group, the International Monetary Fund (IMF), Green Ventures International, and local Washington DC, US Government contractors. Additionally, Vinnie has completed the Multi-certification computer Course at Georgetown University (A+, CCNA, Network+, Security+, and MCP). Vinnie is well travelled and has resided in Canada, India, Jordan, and in England. His foreign language skills include: Hindi and Punjabi, with working knowledge of Arabic and Spanish.
